We Know GSA and We Want You to Know What We Know
DIY GSA’s roots go back to 1994, when our Founder and Principal Consultant, Tracie Grant, worked at Covey Leadership Center (now FranklinCovey). At the time, the team wanted to pursue a GSA Schedule—a daunting task in an era when it wasn’t an open solicitation. If your first proposal wasn’t accepted, you could wait a year or more before trying again. There were no books, guides, Amazon, YouTube, or other resources to show companies how to succeed.

To take on the challenge, Covey hired a Washington, D.C. consulting firm. They hadn’t written a GSA proposal either, but they had valuable federal connections. Tracie was brought onto the team to coordinate proposal requirements and, later, to serve as Covey’s Federal Programs Administrator once the contract was awarded. With no internet resources, no templates, and no classes, she had to learn by doing. The consultants gave the instructions, but Tracie and her colleagues did the heavy lifting—researching, drafting, and assembling the proposal piece by piece.

Tracie often wished for a proposal guide with background, templates, and examples—something that could have saved time, money, and frustration. After Covey won their contract, she searched for administration resources, but none existed. Instead, she learned through trial and error, interpreting contracting officers’ feedback, revising, and resubmitting until she got it right. It wasn’t easy, but over the next 27+ years, Tracie built a deep knowledge base that shaped her career. Every role she held from 1995 forward either involved managing an existing GSA Schedule or winning a new one—and every employer benefited from her expertise.

That experience led to the creation of DIY GSA. Tracie designed the tools, templates, and resources she wished had existed back in 1994—affordable, practical, and designed for small businesses. The mission is simple: to give companies the knowledge and tools to prepare winning GSA proposals without spending tens of thousands on high-cost consultants.

To be clear, Tracie acknowledges that the consulting firm Covey hired was excellent, and for companies with large budgets, working with a Washington, D.C. firm to build a full federal program may be the right choice. But for small businesses with limited budgets, DIY GSA provides the same foundation for success—at a fraction of the cost.

We Have Created a Way to Share
What We Know
Our team has been providing turnkey proposal services since 2001, including supporting Utah PTAC (Now APEX Accelerator) clients in preparing successful GSA proposals. In 2008, Tracie introduced the Six-Step Process, which became the foundation for a three-day PTAC workshop she designed and facilitated. Over three weeks, small business leaders met weekly as Tracie guided them step-by-step through the proposal-writing process—helping them build their proposals directly in class.

Since then, we’ve refined the Six-Step Process to align with GSA’s updated MAS Solicitation. Leveraging e-learning, webinars, videos, and interactive tools, we now guide our DIY GSA clients through the proposal process in just 30 days. Each day, clients access an on-demand video or webinar, while the GSA Proposal Guide and 30-Day Workbook provide the structure and resources they need to complete their proposals with confidence.

We’ll admit—it’s been a challenge to keep pace with GSA’s frequent updates over the last few years.
